The Kenya Revenue Authority (KRA) will roll out a new electronic cargo tracking framework on October 26, 2026, allowing users to select approved private vendors to monitor goods under customs control.
In a public notice issued on Friday, October 16, KRA said the transition would introduce the Multi-Vendor User-Owned Framework under the Regional Electronic Cargo Tracking System (RECTS).
The authority said its existing electronic seals used to track dry cargo and motor vehicle units would cease operating from October 26, paving the way for devices supplied by approved vendors.
Under the new arrangement, importers, exporters, clearing and forwarding agents, transporters and bonded warehouse operators will be required to use electronic tracking devices provided by approved vendors to monitor goods under customs control.
KRA said the framework would operate through private commercial agreements between approved vendors and users, giving businesses the freedom to choose their preferred service providers.
The authority also announced that electronic fuel seals currently owned by KRA and used to monitor wet cargo would be phased out progressively.
The changes are intended to transition cargo monitoring to a multi-vendor system in which users engage approved providers directly.
KRA urged all stakeholders, including Partner States involved in regional cargo movement, to take note of the changes and prepare for the implementation date.
The authority said electronic monitoring and tracking of goods under customs control would thereafter be conducted using devices supplied by approved vendors under the new framework.
