Members of the Pharmaceutical Society of Kenya (PSK) have voiced strong opposition to the Amendment Bill 2024, which seeks to exempt certain substances from classification as psychotropic substances.

The bill, discussed at a recent meeting in Tana Athi, proposes removing cathinone and cathine, compounds found in the miraa plant, from the list of controlled substances.

Dr. James Maina, Chairman of the Tana Athi Branch, criticized the bill for potentially compromising public health. He highlighted that cathinone and cathine are internationally recognized as psychotropic and their deregulation could lead to increased abuse and associated health issues.

Dr. Maina emphasized that this could strain government resources and undermine public health efforts, arguing that economic benefits should not overshadow health concerns as stipulated in Article 43 of the Kenyan Constitution.

The Amendment Bill, aimed at boosting the miraa industry by easing restrictions, has been challenged by PSK, which argues that the change contradicts both Kenyan constitutional principles and international conventions. PSK also pointed out that addressing miraa-related issues should involve international dialogue rather than unilateral legislative changes.

In addition to the narcotic bill, PSK members discussed the Veterinary Practice and Veterinary Medicines Bill and the local production of saline water. They advocated for local manufacturing of saline to create jobs and bolster the economy, rather than relying on imports.

Established in 1964, PSK has consistently worked to maintain professional standards and advocate for quality pharmaceutical care. The society remains actively involved in shaping pharmaceutical legislation and policies, emphasizing the importance of evidence-based decisions in healthcare.
