Labour and Social Protection Cabinet Secretary Dr. Alfred Mutua held significant discussions with Central Organisation of Trade Unions (COTU) Secretary General Francis Atwoli to address critical issues affecting Kenya’s labour sector.
The meeting, aimed at fostering dialogue and harmony, was centered on key concerns including the pending 6 percent minimum wage increment and the regulation of employment agencies.
During the courtesy call, Atwoli extended a warm welcome to Dr. Mutua, emphasizing COTU’s commitment to collaborating with the new Cabinet Secretary for the advancement of Kenyan workers’ welfare.
Atwoli underscored the urgency of implementing a 6 percent wage increase as directed by President William Ruto on International Labour Day, May 1st. He stressed that the directive should have been formally gazetted and put into effect immediately following the President’s announcement.

The discussions also highlighted the need for reform in the regulation of employment agencies, which Atwoli criticized for contributing to modern-day slavery. He recommended that the National Employment Authority (NEA), currently an independent agency, be restructured into a department under the Ministry of Labour to better address these issues.
Atwoli urged Dr. Mutua to rigorously uphold social dialogue to strengthen industrial relations and ensure industrial peace in Kenya. This call reflects a broader commitment to enhancing the working conditions and rights of Kenyan workers amidst ongoing challenges in the labour sector.
