Wandayi Approves New Leadership at KETRACO, GDC and EPRA
Energy and Petroleum Cabinet Secretary Opiyo Wandayi has approved the appointment of new chief executives to three major institutions in Kenya’s energy sector.
In a statement issued on Wednesday, September 30, 2026, Wandayi announced the appointment of CPA Tom Odhiambo Imbo as the new Managing Director and Chief Executive Officer of the Kenya Electricity Transmission Company (KETRACO).
Stephen Kipsang Busieney has been appointed Managing Director and Chief Executive Officer of the Geothermal Development Company (GDC), while Engineer Edward Mwirigi Kinyua will serve as the new Director General of the Energy and Petroleum Regulatory Authority (EPRA).
The Ministry of Energy and Petroleum said the appointments take effect immediately and follow recruitment processes carried out by the respective boards of directors of the three institutions. According to the ministry, the recruitment exercises were conducted in line with applicable laws and relevant human resource guidelines.
The appointments were approved under the State Corporations Act, the Companies Act and the Energy Act, according to the ministry.
He said the appointments, which are to take effect immediately, are a culmination of rigorous recruitment processes undertaken in accordance with the applicable laws and relevant Human Resource guidelines by the respective Boards of Directors of KETRACO, GDC and EPRA.
The changes bring new leadership to three institutions with different responsibilities across Kenya’s energy sector.
KETRACO is responsible for developing and operating Kenya’s electricity transmission infrastructure, while GDC focuses on the development of geothermal resources. EPRA, on the other hand, regulates the energy and petroleum sectors and oversees compliance with relevant laws and regulations.
The ministry said Wandayi congratulated the three appointees and expressed confidence in their ability to lead the institutions as the government continues implementing its plans for the energy and petroleum sector.
Imbo will now head KETRACO, which plays a key role in transmitting electricity across the country and supporting the expansion of the national power grid.
At GDC, Busieney takes charge of an institution responsible for developing geothermal resources, an important part of Kenya’s electricity generation mix.
Kinyua assumes leadership at EPRA, the regulator responsible for overseeing Kenya’s energy and petroleum industries.
The appointments take effect immediately, marking a leadership change at the three institutions as Kenya continues to develop its electricity transmission network, geothermal resources and energy and petroleum regulatory framework.
