Ministry of Education Flags Enrolment Discrepancies as Officials Face Prosecution

Ministry of Education has reported the enrolment discrepancies to the Teachers Service Commission and the Directorate of Criminal Investigations for prosecution of the school heads and education officials involved in the fraud.

The Education Cabinet Secretary, Julius Migos Ogamba, made public report after a nationwide school data verification exercise that started on 1st September, 2025. The report shows that there were discrepancies in the enrolment figures at all levels of basic education.

It was revealed that 14 school principals were cited for not submitting the learners data or refusing to submit it for verification, while 20 others are blamed for overstating enrolment numbers.

Enrolment in primary schools as captured in the National Education Management Information System (NEMIS) amounted to 5, 833, 175 learners but the verified data revealed 4, 947, 271 as the actual number, meaning there were 885, 904 fewer learners than reported.

Junior schools had 2, 430, 398 learners in NEMIS records, while verified enrolment was 2, 973, 648, revealed a variance of 543, 250 learners. Secondary schools had 3, 352, 884 learners recorded in the system against a verified figure of 3, 265, 154, which showed a difference of 87, 730 learners.

The report also indicated that 10 secondary schools and 17 primary schools that were non- operational but were still recorded in the NEMIS system. The Ministry has taken a corrective measure to suspend all unverified learners from resource allocation.

Further disciplinary action is being pursued against 28 Sub, County Directors of Education and Quality Assurance officers for their failure to supervise. The Ministry indicated that these steps are targeted at protecting public funds, increasing accountability, and bringing back trust to education data management.
