Parliament unveils bold Bill to revamp birth and death registration services

The Births and Deaths Registration (Amendment) Bill, 2024, was introduced in the National Assembly, marking a significant step toward improving access to essential registration services across Kenya. The Bill, sponsored by Gilgil MP Hon. Martha Wangari, has successfully undergone its first reading.

Currently, Kenya has only 143 birth and death registration offices, creating substantial barriers for many citizens in obtaining vital documents such as birth and death certificates. The proposed legislation aims to establish at least one registration office in each constituency, significantly enhancing accessibility, particularly for those in rural and marginalized communities.

In line with Article 6(3) of the Constitution, which guarantees every Kenyan the right to be registered as a citizen, the Bill seeks to empower citizens to easily access services that require proof of identity. By expanding the network of registration offices, the government intends to streamline the process, reducing the time and effort required to obtain these crucial documents.

If passed, this amendment is expected to have far-reaching implications for Kenyans’ access to education, healthcare, employment, and other essential social services. Moreover, it will likely improve the accuracy and completeness of birth and death records, which are vital for effective planning and resource allocation.

The establishment of additional registration offices will facilitate better data collection on demographic trends, helping inform government policies and support development initiatives across the country. This legislative move is a significant step toward ensuring that all Kenyans can fully exercise their rights and access necessary services without unnecessary hindrances.
