Government Tightens Gambling Rules to Protect Minors and Consumers

The government has today restated its commitment towards protecting the gambling industry in the country by rolling out the Gambling Control Regulations, 2026 that will help in fighting irresponsible and unlawful betting activities.

Speaking during a session with the National Assembly Committee on Trade, Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Geoffrey Ruku said that the main aspects of the new regulations would help in the better supervision of the gambling sector.

The regulations are designed to operationalize the Gambling Control Act, 2025 by enhancing licensing requirements, shielding consumers and minors, ensuring financial transparency, protecting government revenues, encouraging responsible advertising methods, and setting up a straightforward appeals system for the regulated entities.

Ruku indicated that the changes will focus on tackling the issue of gambling, related harm which has been on the rise, Mainly among vulnerable groups, while also making sure that the industry functions in a setting that’s open and accountable.

“The government is committed to safeguarding the gambling space and curbing irresponsible and illegal betting in the country.” Ruku remarked

He pointed out that his appearance before the parliamentary committee was one of the ways through which the National Assembly fulfills its constitutional role of representing the people of Kenya and overseeing the Executive.

However, the CS also warned that the government would show no pity to anyone who engages in exploiting minors and adult gamblers, saying that the implementation of the new regulations would be coupled with harsher enforcement measures.

“We will not condone exploitation of minors and adult gamblers in the country.” he warned

The Gambling Control Regulations 2026 will likely enhance the control of gambling activities on one hand and But, encourage responsible gambling and offer protection to the public stake.
