In a significant transition within Kenya’s government, Hon. Wycliffe Ambetsa Oparanya, EGH, officially assumed the role of Cabinet Secretary for the Ministry of Co-operatives and Micro, Small and Medium Enterprises (MSMEs) Development from his predecessor, Hon. Simon Chelugui, EGH, in a handover meeting held yesterday
During the meeting, the outgoing Cabinet Secretary, Chelugui, provided a comprehensive overview of his tenure, underscoring the milestones achieved and the ongoing challenges within the sector. Chelugui highlighted his key accomplishments, including the establishment of a functional ministry from scratch, the creation of a cooperative bill, and significant support for the coffee sector. He stressed that while progress has been made, there remains a critical need for the new cooperative bill to address governance issues to ensure the sector’s sustainability.
Chelugui’s tenure saw the successful roll-out of several impactful initiatives, including the Hustler Fund, Small Business Development Centers, and the Credit Guarantee Scheme. These programs aimed at enhancing the viability of small businesses and improving access to credit.
However, Chelugui pointed out persisting challenges such as bureaucratic obstacles and infrastructure deficiencies that continue to hinder MSME growth. He emphasized the necessity for the incoming Cabinet Secretary to champion the integration of retail and wholesale functions with MSME responsibilities and to secure adequate staffing and resources for the ministry.
In his address, Oparanya acknowledged the solid foundation laid by Chelugui and pledged to build upon these achievements. Expressing his commitment to the MSME sector, Oparanya highlighted his focus on improving access to credit and reducing bureaucratic hurdles that impede the growth of small enterprises. He emphasized the importance of sustaining the reforms and projects initiated by his predecessor to drive the sector forward.
Oparanya’s remarks reflected a determination to advance the Ministry’s agenda, addressing key issues such as enhancing financial accessibility for small businesses and streamlining processes to foster a more supportive environment for MSMEs.
